But it also ran down the wall quickly and needed to be reapplied often to keep working. Plus the paper was ripping off in small pieces, making the removal process slow.
You have to create a flat substrate so that the wallpaper can adhere better to the wall. Steaming can damage some wall surfaces and should not be done on wallpapered walls unless you intend to remove the wallpaper as well. Lift away the wallpaper and scrape the pieces underneath.
